An ACT to amend the penal law, the alcoholic beverage control law, the criminal procedure law, the executive law, and the general business law, in relation to loitering; and to repeal certain provisions of the penal law relating thereto.

On behalf of the New York State Association of Chiefs of Police, I write to support Senate bill S 4593-A and Assembly bill A 5537-A and urge its passage in both houses of the Legislature.

It is one of the responsibilities of police agencies to inform their members of developments in criminal law, and specifically of if a statute in no longer to be given effect. The New York City Police Department has engaged in substantial efforts to its members of the inability to enforce these particular provisions of Penal Law

Since this bill would create the crime of criminal street gang recruitment of a minor, thereby deterring such criminal activity and protecting the safety of our youth, we strongly urge that it be enacted into law.
